Sirkka has a Bachelor of Science degree (Social welfare worker, 1978) and a Master of Administrative Science degree (1989) from Tampere University. Her doctor’s thesis, which was published in December 2007, is about the evaluation of productivity in child welfare services.

Sirkka has also received education in the management of change and people, education and communications, methods of development and quality improvement.

Sirkka has participated in several expert working parties developing child and family politics, child welfare, security and crisis services, helping the prevention of domestic violence, and assuring the quality of services and the functionality of service organizations.

Sirkka is an active lecturer, educator and columnist.
